Specification / Proposal Details

DIP5m1: CAP Requirement

Each DGC Member must acquire a Collateralised Accountability Position (CAP) to participate in a governance cycle.

  • A CAP is obtained by locking a minimum of 1,000 DJT as collateral.
  • The locked collateral enables the member to mint or access the required governance participation units (e.g. HAL tokens, where applicable).
  • Members without an active CAP are ineligible to participate in voting or proposal processes for that cycle.

DIP5m2: Participation Obligations

DGC Members holding an active CAP are expected to:

  • Review all proposals submitted during the governance cycle
  • Participate in discussions where necessary
  • Cast votes on active governance polls within the defined voting period

Participation is considered valid when a member engages in voting activity and governance review processes as defined by the governance cycle (see DIP4).

Failure to engage in these activities may be classified as non-participation.

DIP5m3: Non-Participation Consequences

Failure to meet participation obligations may result in enforcement actions, including:

  • Partial or full forfeiture of the locked CAP collateral
